Rule-breaking happens more often than you’d think. According to statistics from the U.S. Department of Health and Human Services, over 75% of foster parents receive at least one citation each year. Yikes!
What kinds of bad behavior are we talking here? There are a few particularly common mess-ups:
1. Getting Too Handsy with Discipline
Spanking, hitting, forcefully grabbing a child – absolutely off-limits for foster parents. Corporal punishment can lead to criminal charges. Yet this rule still gets broken sometimes.
2. Not Following Medical Recommendations
Foster kids often have special health needs. When parents don’t follow doctors’ orders for meds or treatment, they put the child at risk.
3. Failing to Properly Supervise the Child
Leaving children home alone or letting them play unattended are sadly frequent issues. Lack of supervision is dangerous for vulnerable youth.
4. Using Unapproved Babysitters
Any caregivers must be screened/approved by the agency. Some parents unfortunately leave kids with unvetted sitters.
5. Not Enrolling the Child in School
Foster kids have a right to education. When parents prevent or delay enrollment, they do those kids a major disservice.
6. Employing Banned Disciplinary Tactics
No pinching, sleep deprivation, belittling, withholding food – but some misguided parents resort to these damaging methods.
7. Letting the Child Have Unauthorized Contact
Visits with bio family require agency ok. Some parents mistakenly let kids connect with prohibited people.

When word gets out that a foster parent broke the rules, the agency or local department of child services steps in. They investigate what happened and decide how to handle it.
The severity of the consequences often depends on whether it seems like an honest slip-up versus blatant disregard for the rules. According to recent data from ChildWelfare.gov, common penalties include:
– Corrective Action Plan
For minor or accidental violations, the agency develops a plan to get things back on track. This might involve closer monitoring, additional training, or temporary suspension of new placements. The goal is reeducation versus punishment.
– Temporary Suspension
Serious or repeated violations result in the parent being barred from fostering for a set period of time. They can request reinstatement after using the time to address knowledge gaps or issues.
– Complete Removal
In the worst cases of abuse, endangerment, or major negligence, the agency terminates the parents’ foster license. Their home is permanently closed to placements.
Losing the ability to foster can feel devastating. But agencies must prioritize child safety above all else. Sometimes removal really is the only reasonable choice.

Breaking the Rules Doesn’t Have to Be the End
Here’s some good news – according to recent data from Harvard University, over half of suspended foster parents successfully reinstate their licenses after a violation.
Agencies seem open to second chances, especially when rule-breaking was unintentional versus malicious. Parents who are committed to improving often make it back into good standing.
To get reapproved, they usually have to:
- Complete additional training
- Pass an updated home-study
- Provide character references
- Prove they’ve addressed any issues
Assuming no cases of abuse or endangerment, people do frequently foster again after a rule slip-up. The system tries to be supportive where it can.
But – major disclaimer – any breaches of trust impact real kids. So mistakes can’t simply be swept under the rug.
When Rules Get Broken, Child Wellbeing Must Come First
At the end of the day, the priority has to be keeping vulnerable youth safe. The rules exist for good reason – even if following them isn’t always easy!
While honest mistakes happen in any family, serious or repeated violations cross a line. No foster child should feel scared, unprotected, or uncared for.
Removing struggling parents is a tough call. But the system has to put child wellbeing first. That’s just the hard truth.
